A father from California is furious with TSA for conducting what he is calling an "inappropriate" pat down on his 10-year-old daughter at the Raleigh-Durham International Airport in North Carolina.

According to Kevin Payne, the pat down was initiated after the bag held by his daughter, Vendela, was screened because of a juice box that did not meet the TSA guidelines for liquid items. The screening ended up testing positive for explosive materials, which Payne stated was a false positive.

Payne then proceeded to videotape the pat down with his cellphone.

"She just had a completely blank stare on her face," Payne said to NBC News. "I could tell it was very uncomfortable for her."

Vendela added, "What was going through my mind is 'This is annoying. I don't like this. I want to run out the door.'"

The pat down, conducted by a female agent, lasted about two minutes.

"The pat-down seemed to be the go-to option for them, and I think they could have done a better scrutiny of what they were looking for prior to putting their hands all over my 10-year-old daughter," he said. "Maybe they need retraining. Maybe they did everything by the book. I don't really know, but it was an uncomfortable situation."

TSA has released a statement that said, "Screening procedures allow for the pat down of a child under certain circumstances. The process by which the child was patted down followed approved procedures."

TSA stated that additional frisking was decided upon after the cell phone alarm went off in the girl's bag.

Over the past few years, TSA has been modifying its protocols to reduce the likelihood of pat downs for children under 10-years-old.

Payne stated that he has already contacted his congressman and plans on filing a formal complaint.
